If you’re on a fixed income in retirement, the cost of Medicare can feel like a heavy monthly burden. The Florida Medicare Savings Program (MSP) is designed to help.
This state-run assistance program helps qualifying seniors and people with disabilities pay for their Medicare Part A and Part B premiums, deductibles, copayments, and coinsurance.
Even if you think your income or savings are too high, it’s worth applying. Florida’s rules sometimes exclude certain income sources, meaning you might still qualify for partial help.
Four Types of Medicare Savings Programs in Florida
Florida offers four different levels of help under the Medicare Savings Program. Each one has its own income and asset limits and covers different costs.
1. Qualified Medicare Beneficiary (QMB) Program
The QMB Program offers the most comprehensive coverage.
It helps pay for:
- Medicare Part A premiums (if you don’t qualify for premium-free Part A)
- Medicare Part B premiums
- Deductibles, coinsurance, and copayments for Medicare-covered services
If you’re enrolled in QMB, your providers are not allowed to bill you for Medicare-covered services, not even for coinsurance or deductibles. You may only be responsible for a small Medicaid copayment, if applicable.
2025 income and asset limits (effective January 2025):
- Individual: $1,287 monthly income / $9,660 in assets
- Married couple: $1,746 monthly income / $14,470 in assets
If approved, you’ll also automatically qualify for Extra Help, which lowers your prescription drug costs under Part D. With Extra Help, you’ll pay no more than $12.15 per covered drug in 2025.
2. Specified Low-Income Medicare Beneficiary (SLMB) Program
The SLMB Program is designed for people whose income is slightly too high for QMB but who still need help with their Part B premium.
- Helps pay for Part B premiums only.
- You must have both Part A and Part B to qualify.
- You also get Extra Help for prescription drug coverage.
2025 income and asset limits:
- Individual: $1,544 monthly income / $9,660 in assets
- Married couple: $2,095 monthly income / $14,470 in assets
3. Qualifying Individual (QI) Program
The QI Program also helps pay for your Part B premium, but with a few key differences:
- You must apply every year, and funds are limited — applications are approved on a first-come, first-served basis.
- You can’t be receiving other Medicaid benefits.
- You’ll still receive Extra Help with prescription drugs.
2025 income and asset limits:
- Individual: $1,737 monthly income / $9,660 in assets
- Married couple: $2,358 monthly income / $14,470 in assets
Because enrollment space is limited, it’s best to apply early each year.
4. Qualified Disabled & Working Individual (QDWI) Program
The QDWI Program helps people with disabilities who returned to work and lost their premium-free Part A because of it.
This program only covers your Part A premium and has much higher income limits compared to the others.
2025 income and asset limits:
- Individual: $5,302 monthly income / $4,000 in assets
- Married couple: $7,135 monthly income / $6,000 in assets
To qualify, you must:
- Have a disability
- Be working
- Have lost your Social Security disability benefits because of returning to work
Extra Help: Prescription Drug Assistance
If you qualify for QMB, SLMB, or QI, you automatically qualify for Extra Help, a federal subsidy that covers much of the cost of your Medicare Part D prescription drugs.
In 2025, Extra Help beneficiaries pay no more than $12.15 per prescription covered by their plan and face no late enrollment penalties.
You can also apply separately for Extra Help through the Social Security Administration (SSA) even if you don’t qualify for a Medicare Savings Program. This makes it one of the easiest ways to save money on healthcare costs.

For 2025, the standard Medicare costs are as follows:

How to Apply for the Florida Medicare Savings Program
You apply for Medicare Savings Programs through Florida’s Medicaid office, not directly through Medicare.
To get started:
- Confirm your Medicare enrollment. You must have (or be eligible for) Part A to apply.
- Gather proof of income and resources. Include bank statements, retirement account balances, and proof of Social Security or pension income.
- Contact the Florida Department of Children and Families (DCF):

- By phone: 1-866-762-2237
- In person: Visit your local DCF office
Florida reviews your application to determine which program you qualify for (QMB, SLMB, QI, or QDWI ) and you’ll receive written notice of your eligibility.
Tip: Even if you’re slightly above the income limits, apply anyway. Florida may exclude certain types of income, such as money used for medical expenses or specific retirement accounts.
